Formal submission of the Executive Paper to the National Security Council through the Secretary to the NSC for placement on the Council agenda.

National Security Council deliberates on the proposal and issues a formal Resolution declaring the platform a national security priority, designating the Office of the President as procuring entity, and authorizing Classified Procurement Methods.

The Accounting Officer of the Office of the President prepares a formal memorandum citing the NSC Resolution and PPADA Section 103 to justify the use of restricted tendering.

Formal notification to the Public Procurement Regulatory Authority of the intent to use restricted tendering under PPADA Section 103.

Formal engagement with National Treasury to secure funding through a vote under the Office of the President, either through Supplementary Budget or next fiscal year allocation.

A courtesy briefing to Cabinet summarizing the NSC Resolution and its implications. This is for information purposes, not approval, to build consensus among ministries whose data will be integrated.

Issuance of restricted tender documents to pre-qualified vendors under Classified Procurement Methods as authorized by the NSC Resolution.

Formal evaluation of tender submissions by the Evaluation Committee, followed by award recommendation and contract document preparation.

Formal contract execution with the winning vendor and establishment of the Project Steering Committee to oversee Phase 1 implementation.
